UM, THE BIG PLAN FOR ALPHARETTA TO MAKE US THE PREMIER HIGH SCHOOL IN THE STATE OF GEORGIA, LIKE MILTON NEWS, CAMBRIDGE IS UP AND RUNNING, BUT ALL THESE OTHER, WE, WE HAVE THE PRIVILEGE TO BE THE ONLY HIGH SCHOOL IN ALPHARETTA AND HOW THEY'VE BEEN, YOU KNOW, THE LAST 10 YEARS.

WE NEED TO GET 'EM BACK TO ONE OF THE TOP TEAMS IN THE STATE.

WHEN JOSH DOBBS WAS THERE, THEY WERE ROLLING THROUGH ALL THESE DIFFERENT TEAMS, REGION TITLES.

I MEAN, WE HAVE THREE GUYS IN THE NFL RIGHT NOW.

THAT'S UNHEARD OF WITH MOST HIGH SCHOOLS IN THIS AREA, BUT WE'RE TRYING TO BUILD THE RELATIONSHIPS, GET, GET THE TEAM BACK AND RUNNING.

I KNOW THE LAST COUPLE YEARS, UM, HAVEN'T BEEN WHERE WE WANT IT TO BE.

UM, OUR PRINCIPAL, OUR ATHLETIC DIRECTOR THAT'S HERE TONIGHT, HAVE BEEN SO SUPPORTIVE.

ALRIGHT, I'M GONNA GO AHEAD WITH A PROCLAMATION BY THE MAYOR AND COUNCIL OF THE CITY OF ALFRED, GEORGIA ON ARBOR DAY 2026.

WHEREAS THE FIRST ARBOR DAY WAS CELEBRATED IN 1872 IN NEBRASKA AS A SPECIAL DAY FOR PLANTING TREES IN AS TWO THOUSANDS OF CELEBRATIONS IN COMMUNITIES ACROSS OUR NATION EACH YEAR.

AND WHEREAS TREES WILL BE PLANTED ACROSS THE UNITED STATES, CREATING A LASTING LEGACY FOR FUTURE GENERATIONS AND WHERE PLANTED MAY THAT AREA BE A SOURCE OF JOY AND SPIRITUAL RENEWAL.

AND WHEREAS THE TREES IMPROVE WATER QUALITY, REDUCE EROSION OF PRECIOUS TOP TOPSOIL, INCREASE PROPERTY VALUES AND ECONOMIC VITALITY IN BUSINESS AREAS, PROVIDE SHADE, CLEAN AIR, CREATE HABITATS FOR WILDLIFE AND ADD BEAUTY TO COMMUNITIES.

AND WHEREAS TREES PROMOTE OUTDOOR RECREATION, WHICH IMPROVES HUMAN HEALTH AND WELLBEING, AS WELL AS REDUCES NATURE DEFICIT DISORDER AND CHILDREN BY ENCOURAGING MORE ACTIVITY AND CONNECTION TO THE NATURAL WORLD.

AND WHEREAS ALL OF ALPHARETTA BENEFITS FROM THE TREES AND URBAN FORESTRY, WHICH CONTRIBUTES TO THE LOCAL ECONOMY AND ENJOYMENT OF THE OUTDOORS.

AND AT THAT TIME THE APPLICANT AND THE APPLICANT IS STILL REQUESTING TO REZONING FROM CUP IN ORDER TO HAVE R 15 ZONING.

IT DOES MEET THE FUTURE LAND USE MAP.

IN FACT, UH, THE FUTURE LAND USE MAP SHOWED MEDIUM DENSITY RESIDENTIAL IN THE FUTURE, WHICH WOULD'VE ALLOWED ABOUT FOUR UNITS TO THE ACRE.

THEY ARE REQUESTING JUST TWO LOTS, A LITTLE OVER TWO UNITS TO THE ACRE.

SO THERE WEREN'T A LOT OF CONCERNS WITH THE REQUEST AND THE DENSITY, AND I'LL SHOW YOU THAT SITE PLAN.

THE REASON THEY WERE POSTPONED AT THE LAST MEETING WAS BECAUSE THE APPLICANT WAS REQUESTING A VARIANCE FROM THE 65 FOOT FRONT SETBACK IN ORDER TO ALLOW A REDUCED 50 FOOT SETBACK.

AND SOME OF WHAT THE APPLICANT WAS OFFERING IF THAT WAS APPROVED WAS TO INCREASE THE REAR, UH, THE REAR SETBACK FROM THE REQUIRED 25 FEET TO 35 FEET, WHICH DOES PUSH IT FARTHER AWAY FROM EXISTING HOMES AND SAVE SOME SMALLER TREES.

STAFF'S RECOMMENDATION AT THE NOVEMBER MEETING WAS TO APPROVE THE, THE VARIANCE ON LOT TWO FROM 65 FEET TO 50 FEET, BUT TO MAINTAIN A 65 FOOT SETBACK ALONG WATERS ROAD FOR THIS HOME.

AND THE REASON IS BECAUSE THERE'S A 28 INCH OAK ALONG THE FRONT.

SO OUR RECOMMENDATION WAS TO APPROVE THIS ALTERNATE PLAN, WHICH INCORPORATED MORE TREE SAVE ALONG WATERS ROAD.

WE DIDN'T HAVE ANY PUBLIC COMMENT AT THE LAST MEETING, BUT WE DID HAVE THE REQUEST FROM COUNCIL FOR THE APPLICANT TO GO BACK AND HAVE AN ARBORIST LOOK AT THE TREES IN THE BACK AS WELL AS LOOK AT THE 28 INCH OAK ALONG THE FRONT AND, AND REALLY MAKE A DETERMINATION AS TO, TO WHICH TREES ARE BETTER, UM, TO SAVE, WHICH WOULD BE, YOU KNOW, IS IT THE, THE SMALLER TREES OF QUALITY OR THE LARGER TREE ALONG THE FRONT.

AND LOOKING AT THE TREE INFORMATION THAT WAS GIVEN TO US, REALLY THE ARBORIST STATED THAT EITHER WOULD BE A GOOD TREE SAFE, SO THERE WASN'T A LOT OF ADDITIONAL INFORMATION THAT WAS GAINED EXCEPT TO MAKE SURE THAT WHATEVER THE DECISION OF COUNCIL THAT THESE ARE ALSO A GOOD, SAFE OR THE FRONT WOULD BE A GOOD SAFE.

SO LOOKING AT SOME OF THE TREES ON THE REAR, THEY DID INCLUDE PICTURES WITHIN THE, UH, TREE STUDY THAT THEY PROVIDED.

AND THE TREES ALONG THE, THE REAR ARE SWEET GUMS. UM, AS WELL AS THERE'S A PINE AND A BRADFORD PEAR THAT WOULD BE SAVED IF THEY WERE APPROVED FOR THE FRONT SETBACK

VARIANCE IN ORDER TO BRING THE HOME FORWARD.

AND THERE'S ALSO SMALL WATER OAKS AND PINE CLUSTERS.

AND FROM THE REPORT THAT SAYS THEY'RE ABOUT 50 FEET IN HEIGHT AND AROUND EIGHT TO 11 INCHES IN DIAMETER.

SO THEY'RE JUST MORE OF THE, UM, THE TREES THAT JUST KIND OF GROW TALL AND THINNER, BUT DON'T, DON'T HAVE A LOT OF CAMPY EXCEPT FOR THE VERY TOP.

UM, THE REPORT ALSO SAID THAT THE WATER OAK HAS AT THE FRONT HAS A FULL CANOPY, THE 28 INCH WATER OAK AND, UH, SOME POOR PRUNING PREVIOUSLY, BUT A FULL CANOPY AND IT'S IN GOOD CONDITION.

SO THAT BRINGS US TO WHERE WE ARE TODAY.

AND THE APPLICANT IS STILL REQUESTING, UH, BASED ON THE TREE INFORMATION THAT THEY PROVIDED, THAT THEY ARE APPROVED FOR THE REZONING REQUEST TO ALLOW THE R 15 AND ADDITIONALLY THE FRONT SETBACK VARIANCE TO GO FROM 65 FEET, WHICH IS REQUIRED BY THE CODE TO 50 FEET.

AND THAT CONCLUDES STAFF PRESENTATION.

UM, STAFF'S RECOMMENDATION IS STILL THE SAME.

WE BELIEVE THAT, UH, LOT ONE SHOULD MAINTAIN THE 65 FOOT, UH, SETBACK.

SO WHEN YOU THINK ABOUT WATERS ROAD IN TOTAL, THAT WOULD BE, THAT WOULD BE PROBABLY FAIRLY IMPACTFUL TO AN INTERSECTION THAT'S ALREADY HAD A LOT OF IMPACT 'CAUSE IT'S VERY CLOSE TO THAT INTERSECTION, CORRECT? I, I THINK IT IS.

I MEAN, I THINK IF WHEN YOU, WHEN YOU LOOK AT THE CANOPY ALONG WATERS ROAD, UH, YOU KNOW, STAFF BELIEVE THAT IT WAS A SIGNIFICANT TREE AND THERE'S A LOT OF OTHER TREES THAT ARE GONNA BE REMOVED ALONG THE FRONT OR FOUND TO BE IN POOR CONDITION.

AND THERE'S SILVER MAPLES ARE FOUND TO BE IN POOR CONDITION, BUT IT'S STILL A CANOPY THAT WILL BE REMOVED.

SO WHEN WE DO FIND A TREE, JUST LIKE WE DO IN THE DOWNTOWN AND WE LOOK ELSEWHERE ON A MAIN ROAD, IF THERE'S A WAY TO INCORPORATE A LARGE TREE ALONG FRONT AND ESPECIALLY A 28 INCH DIAMETER, YOU KNOW, IT HAS A LONG LIFESPAN.

IT'S NOT A OVER 50 INCHES.

SOME OF THE OTHER LARGER ONES CAN HAVE A A SHORTER LIFESPAN.

AND ANOTHER ONE WAS, UH, UH, THAT WAS NOT USING A SETBACK REDUCTION, BUT ACTUALLY PUSHING THE HOME AN ADDITIONAL 25 TO 30 FEET BACK, UM, AWAY FROM THE SETBACK.

UH, THAT IS, UH, THE CURRENT SETBACK FOR THIS PARTICULAR ZONING CATEGORY.

AND THE DISCUSSION FROM MY RECALL, THE DISCUSSION WAS THAT, UH, SEVERAL COUNCIL MEMBERS SEEMED TO LIKE THE IDEA OF PULLING THE HOMES FORWARD AND HAVING THE, THE BOTH HOMES HAVE THE SAME, SAME, UH, LOOK WITH THE HOMES BEING PULLED FORWARD.

AND THEN WHEN THE COUNCIL WENT TO VOTE, EVERYONE VOTED TO AGREE WITH THE REZONING.

AND I BROUGHT UP AT THE END THAT, THAT BECAUSE THE VOTE WAS TO INCLUDE ALL OF THE STAFF, UH, CONDITIONS THAT,

THAT CON, THERE WAS A CONDITION IN THE STAFF, UM, REPORT THAT SAID THAT, UH, THE SITE PLAN HAD TO RESEMBLE THE, UH, THE PLAN WHERE WE DID NOT HAVE A SETBACK REDUCTION AND OUR HOME WAS PUSHED FURTHER BACK INTO THE LOT.

UM, AND IF, IF YOU DON'T MIND, I'M GONNA SHOW YOU THIS ON THE PLAN, ON THE PROJECTOR.

AND, AND AT THE, AT THE SAME TIME, THERE WAS SOME DISCUSSION AS TO, UH, THE, THE SITE PLAN.

THE SITE PLAN WAS USING JUST A CONCEPT FOOTPRINT THAT I HAD PULLED TOGETHER, CONCEPT FOOTPRINT THAT I PULLED TOGETHER TO REPRESENT THE HOME AND THE GARAGE FOR THE HOME.

AND THERE WAS AN IDEA THAT I SHOULD GO BACK AND TALK WITH MY ARCHITECT AND SEE IF I CAN GET SOMETHING A LITTLE BIT MORE ACCURATE TO REPRESENT THE BUILDING SO THAT WE CAN DETERMINE IF WHAT COULD BE BUILT ON THAT LOT, UM, UH, THAT WOULD BE MORE REPRESENTATIVE OF THE, THE DESIGN.

BUT AS, AS KATHY WAS SHOWING, THIS WAS THE ALTERNATE THAT WAS BASICALLY PUSHING THIS, PUSHING THIS HOME BACK A FAIR AMOUNT FROM THE SETBACK.

UM, THAT HERE, HERE, RIGHT HERE IS THE EXISTING SETBACK ON THE PROPERTY.

AND I'VE HAD TO PUSH THE HOME BACK ALMOST AN ADDITIONAL 30 FEET TO BE ABLE TO SAVE THAT TREE RIGHT THERE.

SO I'M, I PUSHED MY HOME BACK 30 FEET FROM THAT ORIGINAL SETBACK.

THAT'S WHY THIS HOME HAS BEEN PUSHED.

SO BACK IN THE, INTO THIS AREA.

BUT MY, MY ARCHITECT, UM, CAME UP WITH, UH, A REAL FOOTPRINT ON THE BUILDING AND, YOU KNOW, IT'S NOT TOO FAR OFF FROM WHAT WE HAD CONCEPTUALLY, BUT, UM, BUT THIS IS WHAT THEY, THEY CAME UP WITH.

AND, UM, THIS IS JUST AN IDEA OF THE, UH, ELEVATIONS OF THAT PARTICULAR BUILDING.

THERE'LL BE A, UM, UH, A THREE CAR GARAGE WITH SORT OF A ROOFTOP KIND OF AMENITY TO THAT GARAGE.

AND THEN THE HOME IS BRICK.

I THINK THAT THEY MIGHT END UP PAINTING THE BRICK WHITE TO, TO GO ALONG WITH THE ORIGINAL, UH, UM, IMAGERY FOR THE, FOR THE HOME.

BUT THIS BEING AN ACTUAL FOOTPRINT OF ARCHITECTURE, UM, WE'RE, WE ARE SHOWING OUR, OUR DRIVEWAY COMING TO THE MIDDLE OF THE HOME AND WE HAVE A LITTLE, UH, SORT OF A, A, A MOTOR COURT AREA, JUST SORT OF A, A LITTLE PARKING SPACE AREA TO BE ABLE TO PULL IN AND OUT OF THE GARAGE AND HAVE A SPACE FOR GUEST PARKING.

WE OBVIOUSLY DON'T WANT GUESTS TO PARK ON THE ROAD.

UM, BUT THIS CONCEPT, UH, REMOVES THAT RIGHT THERE.

THAT, THAT RED, UM, X RIGHT THERE IS THE, UH, 28 INCH WATER OAK THAT IS IN QUESTION.

AND NO MATTER HOW I PUSH THIS IN OR UP OR DOWN IN THE PROPERTY, IF I WERE TO PULL IT BACK OR FORWARD, I STILL, WITH THE, THE DRIVEWAY AS IT COMES THROUGH HERE AND THE, THE WAY THE ARCHITECTURE IS SET OUT, I, I DON'T REALLY HAVE A PATH TO BE ABLE TO SAVE THAT OAK, THAT WATER OAK WITH THE ARCHITECTURE THAT HAS BEEN GIVEN TO ME BY THE, UH, BY THE ARCHITECT.

UM, SO BASICALLY AS, AS KATHY HAD STATED, UM, WE DID HAVE TWO CONDITIONS, STAFF CONDITIONS THAT WE WOULD LIKE.

WE, I WOULD LIKE WE AN ADJUSTMENT TO OR EVEN A REMOVAL OF, UH, TO BE ABLE TO MAKE THIS A MORE VIABLE, UH, PROJECT FOR THE, THE BUILDER AND, UM, AND FUTURE FUTURE RESIDENTS.

UH, BECAUSE I DO, I DO KNOW AS A, AS A RESIDENT ON HERE, UH, AT THIS PROPERTY THAT THE MORE WE CAN PULL THIS HOME AWAY FROM THE REAR PROPERTY, THE MORE SUCCESSFUL WE'LL HAVE IN, IN HAVING A, A BACKYARD, UM, FOR THE TENANT TO BE ABLE TO USE AS OPPOSED TO, UM, SOMETHING THAT WOULD REQUIRE GRADING UP IN A RETAINING WALL, UH, TO BE ABLE TO TRY TO FORM ANY SORT OF A BACKYARD, UM, FOR A TENANT.

IF THE, IF THE HOME WAS PUSHED BACK FURTHER, UH, FROM THE PROPERTY LINE OR ACTUALLY FROM THE SETBACK, YOU CAN SEE JUST HOW MUCH OF A DIFFERENCE THE BUILDING HAS TO BE BEYOND THE SETBACK

UM, AND SO I JUST WOULD LIKE TO HAVE THE RIGHTS TO BE ABLE TO PULL MY BUILDING UP TO THE, UP TO THE SETBACK.

SO THE CONDITIONS THAT, THAT, UH, WERE OUR CONCERN WAS ONE THAT, UM, THE, UH, SETBACK FRONTING WATERS ROAD THAT WE HAD REQUESTED A 50 FOOT SETBACK, WHICH WAS OKAY AND AGREED TO ON LOT NUMBER TWO FROM 65 TO 50 FEET, THAT WE WOULD ALSO LIKE TO HAVE THAT ON LOT ONE FROM, UH, FROM 65 TO 50 FEET.

AND THEN THE NEXT CONDITION WAS REALLY THE ONE THAT, THAT WAS CONCERNING TO US IS THAT IT BASICALLY SAID THE TREES ARE TO BE SAVED AS DEPICTED ON THE ALTERNATE SITE PLAN PREPARED BY PARADIGM ME DATED 6 23.

AND THAT'S, THAT IS THIS PLAN, WHICH WAS THE ALTERNATE AS YOU KATHY'S ORIGINALLY SHOWED.

UM, THIS WAS WHAT WE HAD ORIGINALLY SUBMITTED AS A NON, AS WHAT WE HAD WANTED.

AND THEN WE CAME UP WITH AN ALTERNATE WHEN THEY SAID, HEY, HEY, TRY SOMETHING TO SEE IF WE CAN TRY TO SAVE THAT TREE.

AND THAT'S WHAT I DID.

I TRIED SOMETHING, WE'RE STILL PUSHING THE 20% IMPACT ON THE ROOT ZONE, UM, WITH THIS PARTICULAR LAYOUT.

BUT THAT WAS WHAT WE ORIGINALLY SUBMITTED.

AND THEN THEY ASKED FOR AN ALTERNATE.

AND THE ALTERNATE IS USUALLY, THE INTENT IS, WHAT COULD WE DO TO TRY TO PUSH THE BOUNDARIES OF THE DESIGN TO, TO, TO SAVE SOMETHING? AND THAT'S WHAT WE DID.

UM, BUT NOW THAT WE ACTUALLY HAVE SOME REAL ARCHITECTURE, UM, WHICH IS WHAT, WHAT MY ARCHITECT PUT TOGETHER HERE, I, I DON'T REALLY SEE A PATH THAT WORKS TO GIVING ME, UH, JUST A 20% IMPACT TO THE CRITICAL ROOT ZONE OF THAT, OF THAT THAT TREE.

SO THE CONDITION HERE THAT READS, UM, THAT, UH, THE TREE SHALL BE SAVED, UM, AS DEPICTED BY THE ALTERNATE PLAN BY PARADIGM ON 9 23 25, UM, THE TREES SHALL TREE SAVED, SHALL BE CONSISTENT WITH THE, UH, SUBMITTED TREE SURVEY, UH, WHICH BE DONE.

A COUPLE, WE'VE ACTUALLY HAD AN ARBORIST OUT THERE A COUPLE TIMES.

UM, WHAT I'M REQUESTING IS THAT WE EITHER REMOVE THAT, UH, REMOVE THAT CONDITION, OR WE COULD CHANGE THE DATE OF THAT CONDITION TO REFLECT THE, THIS PLAN WITH REAL ARCHITECTURE, WHICH I'VE, I'VE GOT A DATE OF, UH, MARCH, UM, 2 3 2.

I'VE GOT A SITE PLAN HERE THAT I CAN GIVE OVER TO KATHY, WHICH IS ACTUALLY THIS WITH A TITLE BLOCK.

SO THAT'S MY REQUEST TO YOU AS, AS A COUNSEL, THAT I WOULD, I REQUEST THAT YOU, UM, HELP THIS, UH, THIS DEVELOPER, A BUILDER WITH, UM, UH, TO BE ABLE TO ADHERE TO THIS, THIS PROPERTY RIGHTS TO BUILD THE ARCHITECTURE THAT, THAT THEY SEEM TO BE, UM, MOST DIRECTED TOWARDS THIS PARTICULAR PRODUCT.

IN THE DAYS LEADING UP TO THE FROZEN TEMPERATURES THAT WE EXPERIENCED IN EARLY FEBRUARY, THREE OF US MET FOR OVER AN HOUR WITH MORE THAN 30 LITERS FROM ACROSS SANDY SPRINGS, ROSWELL, AND ALPHARETTA.

UM, AND OUR QUESTION TO THOSE LEADERS WAS, WHAT IS THE PLAN FOR THIS WEEKEND? WHERE ARE WE GOING TO UNSHELTERED OUR RESIDENTS THAT LIVE HERE THAT DON'T HAVE A PLACE TO GO? UM, AND WHAT WE LEARNED FROM THAT IS THERE IS A PLAN, AND I DO JUST WANNA RESPECTFULLY CLARIFY ONE POINT.

WE HAVE, UM, HEARD FROM SOME COUNTY LEADERS THAT THE CITY OF ALPHARETTA HAS A FORMAL PLAN IN PLACE, BUT IN THAT CONVERSATION ON THURSDAY AND THEN IN A SUBSEQUENT MEETING THAT FRIDAY, WHAT WE LEARNED IS THERE ISN'T A FORMAL PLAN.

UM, AND THAT'S OKAY, BUT WE KNEW THAT SOMETHING NEEDED TO HAPPEN.

SO, UM, WE DID ORGANIZE IN ABOUT 12 HOURS A GROUP OF CITIZENS IN PARTNERSHIP WITH THE MY WATCH PROGRAM OF ALPHARETTA, FAITH-BASED ORGANIZATIONS AND SEVERAL NONPROFITS HERE.

UM, WE CANVASED THE STREETS WITH FLYERS AND A HOTLINE PHONE NUMBER AND FOUND 31 INDIVIDUALS CAMPING, UM, THAT DID NEED SHELTER FOR THAT WEEKEND.

AND THANKS TO THE HELP OF FAITH-BASED GROUPS, WE WERE ABLE TO FUND 31 HOTEL ROOMS. UM, WE WERE ABLE TO PROVIDE HOT MEALS FOR THOSE INDIVIDUALS.

AND IN PARTNERSHIP WITH, UM, MY WATCH DAVID ALLEN SPECIFICALLY, UH, WE WERE ABLE TO HAVE A COORDINATED EXIT STRATEGY ON THAT MONDAY UPON CHECKOUT FROM HOTELS WHERE WE HAD CASE MANAGEMENT FROM GATEWAY THERE.

UM, AND WE MET WITH INDIVIDUALS TO MAKE SURE THAT WE TRANSPORTED THEM BACK TO THEIR ENCAMPMENTS, BUT BEFORE DOING SO HAD, YOU KNOW, REALLY SUPPLIED THE RESOURCES AND HELP THAT THEY NEEDED.

UM, AND WHAT WE LEARNED FROM THAT WEEKEND IS THAT WE CAN MOBILIZE QUICKLY THAT WE HAVE AN AMAZING COMMUNITY THAT YOU ALL HAVE ALREADY BUILT A VERY STRONG PROGRAM AND FUNDED THAT THROUGH MY WATCH.

AND UNFORTUNATELY, DAVID ALLEN DID LEAVE US, UM, FORMALLY, BUT HE'S A PART OF OUR COLLABORATIVE, SO WE KNOW THAT HE'LL CONTINUE TO GO UP AND HELP US.

UM, WE'VE SET AN EXAMPLE BY PEOPLE LIKE CAPTAIN BREAKAWAY WHO ACTIVELY SUPPORTED OUR EFFORTS THAT WEEKEND, AND THEN EVEN IN RECENT CONVERSATIONS THAT I'VE HAD WITH JOHN ROBESON TO BEGIN ESTABLISHING A FORMAL PARTNERSHIP WITH OUR COLLABORATIVE AND THE CITY TO MAKE SURE THERE IS A DOCUMENTED PLAN IN PLACE.

OUR VISION IS BIGGER THAN EMERGENCY WEATHER RESPONSE.

WE HOPE TO GROW THIS INTO A CONSISTENT YEAR-ROUND SUPPORT NETWORK THAT ADDRESSES BASIC HUMAN NEEDS LIKE FOOD HYGIENE, TRANSPORTATION, AND CONNECTION TO SERVICES.
