THERE ARE TWO NEARBY LOCATIONS, ONE IN JOHNS CREEK AT 58 13 STATE BRIDGE ROAD, AND THEN ONE THAT RECENTLY OPENED IN THE CITY OF MILTON AT 12,000 807 5 HIGHWAY NINE. THERE ARE ALSO FIVE LOCATIONS IN THE ATLANTA METRO AREA. THE APPLICANT, PIEDMONT BEVERAGE COMPANY CURRENTLY OPERATES THREE LOCATIONS IN GREER AND GREENVILLE, SOUTH CAROLINA, AND THERE ARE ACTIVELY EXPANDING IN THE SOUTHEAST. THE SUN BREW BUSINESS MODEL IS A COFFEE DRIVE-THROUGH ONLY CONCEPT, SO THERE'S NO INTERIOR DINING SPACE. [00:05:01] UH, WITH, WITH THIS CONCEPT SEVEN BREW OFFERS A VARIETY OF HANDCRAFTED BEVERAGES INCLUDING COFFEE, TEAS, ENERGY DRINKS, SMOOTHIES, LEMONADES, AND SHAKES. THE HOURS OF OPERATION WOULD BE SUNDAY THROUGH THURSDAY, 5:30 AM TO 10:00 PM AND FRIDAY, FRIDAY AND SATURDAY 5:30 AM TO 11:00 PM AND THE APPLICANT IS ANTICIPATING APPROXIMATELY EIGHT EMPLOYEES PER A SHIFT. THIS IS JUST A STREET VIEW OF THE PROPERTY. THIS IS THE EXISTING BUILDING HERE, GEORGIA CLINIC, THAT BILLBOARD. AND THIS IS THE APPLICANT'S PROPOSED SITE PLAN. WHEN THE APPLICANT ORIGINALLY CAME, UH, BEFORE THEY FILED AND THEY CAME INTO US FOR A PRE-APPLICATION MEETING, THEY HAD THE BUILDING SET ON THE BACKSIDE OF THE PROPERTY WITH THE PARKING AND THE DRIVE THROUGH UP AGAINST STAYBRIDGE ROAD. UM, WE DID NOT LIKE THAT CONFIGURATION AND WE ENCOURAGED THE APPLICANT TO CONSIDER A REDUCTION OF VARIANCE TO THE FRONT SETBACK TO REDUCE THAT FRONT SETBACK TO 35 FEET. IT'S THE SAME SETBACK THAT THE KIMBALL PLAZA RETAIL CENTER, UH, RECEIVED BY WAY OF VARIANCE JUST DIRECT TO THE SOUTH. SO WE, WE LIKE THIS ORIENTATION BETTER WITH THE BUILDING SCREENING THAT DRIVE THROUGH LANE PARKING FROM THE ROAD. THE 110 FOOT, UH, SQUARE FOOT BUILDING IS HERE. THEY DID ATTACH, THERE'S A COOLER REFRIGERATION UNIT THAT THEY ATTACHED AND BUILT INTO THE BUILDING JUST TO MAKE IT LOOK AS MORE AESTHETICALLY, UH, PLEASING AND LOOK APPEAR AS ONE BUILDING. THE TWO DRIVE-THROUGH LANES ARE HERE, AND THEN THE EMPLOYEE PARKING IS AT THE BACK. THERE'S ALSO A DUMPSTER LOCATED AT THIS LOCATION IN STORMWATER FACILITY IN THE BACK, UH, EASTERN CORNER OF THE PROPERTY. THE ACCESS TO THE PROPERTY WILL CONTINUE, UH, FROM THIS SHARED, UH, DRIVEWAY. THIS IS A RIDE IN RIDE OUT ACCESS OFF OF STAYBRIDGE ROAD. AND THEN THE, UH, THE WAY THAT THIS WOULD FLOW IS THE CARS WOULD ENTER AT THIS LOCATION AND CIRCULATE HERE, AND THERE'S INTER PARCEL ACCESS TO THE OTHER PROPERTIES SURROUNDING HERE. UH, THE DEVELOPMENT IS EXPECTED TO GENERATE 80 8:00 AM PEAK HOUR TRIPS AND 30 PM PEAK HOUR TRIPS. UH, STAFF ALSO ANALYZED THE PROPOSED DRIVE-THROUGH AND DETERMINED THAT SUFFICIENT STACKING IS PROVIDED ON PROVIDED ON THE PROPERTY. THE APPLICANT SITE LAYOUT AND STACKING PLAN PROVIDES TWO DRIVE-THROUGH LANES AND ACCOMMODATES 12 CARS, UH, CAR STACKING LENGTH, SO SIX CARS IN EACH OF THE, UH, LANES FOR A TOTAL OF 12 STAFF. ALSO WENT OUT AND OBSERVED THE CIRCULATION, UH, PATTERN DURING THE AM PEAK HOUR AT THE JOHNS CREEK SEVEN BREW LOCATION. JUST TO COMPARE TO SEE HOW THAT, UH, BUSINESS WAS OPERATING IN JOHNS CREEK. UM, ALSO LOCATED ON STAPLE ROAD. UM, THAT LOCATION HAD A TOTAL OF 14 CAR STACKING LENGTH IN THE TWO DRIVE, UH, DRIVE THROUGH. UM, IT WAS NOTED AND THIS WAS STAFF AS GEORGE GEORGE IS HERE TO ANSWER ANY QUESTIONS RELATED TO THIS. UH, BUT GEORGE NOTED THAT THE MAXIMUM VEHICULAR QUEUE OBSERVED DURING THE A M PEAK HOUR TOTALED EIGHT CARS ON AVERAGE. VEHICULAR QUEUES WERE SPORADIC ACROSS THE A M PEAK HOUR, UM, AND GENERALLY DID NOT EXCEED FIVE CARS. STAFF ALSO OBSERVED THE DRIVE THROUGH, UH, SERVICES, HOW THEY OPERATED WITH APPROXIMATELY SIX EMPLOYEES. THERE WERE TWO CASHIERS, THREE BARISTAS, AND ONE FLOATER THAT CAME, UH, OUTSIDE TO HELP IF THEY HAD MORE THAN THREE CARS IN THE DRIVE THROUGH. AND THEN STAFF ALSO OBSERVED THAT ONLY FOUR OF THE 14 ONSITE PARKING SPACES WERE CONTINUOUSLY UTILIZED DURING THAT AM PEAK HOUR. AND THAT HIT GEORGE OBSERVATIONS WERE DONE ON A WEDNESDAY MIDDLE OF THE WEEK. JUST A FEW OTHER THINGS TO SHOW YOU BEFORE I GET INTO THE REVIEW CRITERIA. SO THIS IS JUST A LANDSCAPE [00:10:01] LAYOUT, UH, THAT THE APPLICANT PROVIDED, UH, SHOWING THE LANDSCAPING AROUND THE PERIMETER OF THE PROPERTY AND THEN THE RENDERING. SO THIS IS THE ORIGINAL RENDERING THAT CAME IN. SO THIS IS THE CORPORATE, THE TYPICAL CORPORATE SEVEN BREW COFFEE. WHEN WE SAW THIS, WE WEREN'T TOO KEEN ON THE LOOK. UM, THIS IS A TIME VIEW. YOU CAN SEE THAT THERE'S SOME BLUE NEON HERE. UM, SO WE ASKED THE APPLICANT TO RETHINK THAT LOOK AND, UM, THINK OF A BUILDING THAT WOULD FIT BETTER IN WITH THE AESTHETIC THAT IS EXPECTED IN ALPHARETTA. AND THIS IS WHAT THE APPLICANT CAME UP WITH. YOU HAVE PRIMARILY BRICK, THERE'S SOME BOARD AND BATTEN I BELIEVE IN SOME SIDING HERE AS WELL. THE DARKER AREA IS THE BRICK. OF COURSE, THE ROOF COLOR HAS BEEN CHANGED TO A, UH, DARK BRONZE COLOR. THIS IS IN THE DRIVE THROUGH LANE LOOKING AT THE BUILDING AND THEY ALSO GAVE YOU SOME NIGHTTIME VIEWS. YOU CAN SEE THAT THEY MOVED, UH, THE NEON FROM THE BUILDING. SO LOOKING AT THE CONDITIONAL USE, UH, AND VARIANCE REVIEW CRITERIA, UH, WE FELT THAT THE PROPERTY IS LOCATED ALONG A COMMERCIAL CORRIDOR, UH, WITH NEARBY PROPERTIES THAT ARE SIMILARLY DEVELOPED WITH RESTAURANTS WITH DRIVE-THROUGHS. PROPERTY HAS DIRECT ACCESS FROM STATE BRIDGE ROAD AS WELL AS SECONDARY ACCESS FROM STATE BRIDGE WAY AND KIMBALL RIDGE ROAD BY WAY OF INTER PARTIAL ACCESS. AND AS I MENTIONED, STAFF ANALYZED THE PROPOSED DRIVE-THROUGH AND OBSERVED, UH, THE OPERATIONS AT THE SEVEN BREW LOCATION JOHNS CREEK, AND DETERMINED THAT SUFFICIENT VEHICULAR STACKING IS PROVIDED ON THE PROPERTY. UH, THE PROPOSED USE WOULD NOT HAVE SIGNIFICANT IMPACTS ON VEHICULAR AND PEDESTRIAN ACCESS AS IT RELATES TO THE VARIANCE. THE PROPERTY IS EXCEPTIONAL AND PECULIAR CONDITIONS RELATED TO, TO ITS SHAPE AND ACCESS. THE REDUCED FRONT BACK WOULD ALLOW THE BUILDING TO BE SITUATED BETWEEN THE STREET AND THE DRIVE-THROUGH LANES WITH THE, UH, PARKING SCREEN, UH, BY THE, AND THE VEHICULAR AREA SCREENED BY THE BUILDING. AND AS I NOTED, THE KIMBALL PLAZA RETAIL CENTER TO THE SOUTH WAS APPROVED FOR THE SAME. ON SETBACK VARIANCE, APPLICANT PROVIDED A CITIZEN PARTICIPATION REPORT INDICATING THEY HAD RECEIVED COMMENTS AT THE CZIM REGARDING TRAFFIC IMPACTS, NUMBER OF EMPLOYEES, WALKUP TRAFFIC, AND, UH, A DESIRE FOR MORE NEUTRAL BUILDING COLORS. UH, AT CZIM, THEY HAD THE, UH, THE BLUE ROOF WITH THE BLUE NEON I BELIEVE AT THAT TIME. AND THEN STAFF ALSO MET WITH THE PROPERTY OWNER TO THE SOUTH KIMBALL PLAZA TO DISCUSS CONCERNS OVER TRAFFIC IMPACTS AND PARKING. AND THEN OF COURSE, THIS WAS SHOWN TO AT THE CIM ON MARCH 11TH, THERE WERE NO PUBLIC COMMENTS ON THE SIGN-IN SHEET. AND STAFF IS RECOMMENDING APPROVAL OF THE APPLICANT'S REQUEST SUBJECT TO 14 CONDITIONS. I DO HAVE TWO MODIFICATIONS TO THE CONDITIONS THAT STAFF IS RECOMMENDING. I'LL NOTE THOSE WHEN WE GET TO THEM. CONDITION ONE RESTAURANT WITH DRIVE THROUGH WINDOW SHALL BE ADDED AT AS A PERMITTED USE AT 1 1 3 7 8 STATE BRIDGE ROAD AND LIMITED TO A BUILDING WITH NO WITHIN 510 SQUARE FEET, NOT INCLUDING ACCESSORY BUILDINGS. AND A TWO-LANE DRIVE-THROUGH TWO CONDITIONAL USE APPROVAL SHALL BE LIMITED TO SEVEN BREW COFFEE. SO I AM RECOMMENDING ADDING ACCEPT AS APPROVED BY STAFF AT THE END OF CONDITION EIGHT ON CONDITION NINE. I'M ALSO RECOMMENDING A CHANGE TO CONDITION NINE. UH, CONDITION NINE CURRENTLY READS, DEVELOPER SHALL IMPROVE STATE BRIDGE ROAD STREET SCAPE TO INCLUDE A MINIMUM FOUR FOOT PLANTER, MINIMUM EIGHT FOOT SIDEWALK AND PEDESTRIAN LIGHTING AS APPROVED BY STAFF. THAT IS THE SAME STREET SCAPE CONDITION THAT WAS REQUIRED ON THE PROPERTY IMMEDIATELY TO THE SOUTH. UM, AT THE TIME THAT PROPERTY TO THE SOUTH WAS APPROVED, I BELIEVE THAT WAS IN AROUND 2017, WE THOUGHT WE WERE GETTING LARGER SIDEWALKS. WITH THE FUTURE GDO PROJECT ALONG OLD MILTON PARKWAY, WE'VE DISCOVERED THAT WE ARE NOT GETTING LARGER SIDEWALKS AND THE EXISTING FIVE FOOT SIDEWALKS ARE GOING TO REMAIN. HOWEVER, THE FRONTAGE OF THIS PROPERTY HAS NO SIDEWALK. SO THERE'S, THERE'S SIDEWALK THAT COMES RIGHT OFF OF THAT DRIVEWAY AND IT ENDS RIGHT AT THE, UM, THE METAL BARRIERS ALONG THE FRONTAGE OF THE PROPERTY. AND IT DOES NOT CONTINUE AND ATTACH, UH, IT DOES NOT CONTINUE, UM, TO THE PROPERTY TO THE SOUTH. SO I AM RECOMMENDING A CHANGE TO CONDITION NINE. CONDITION NINE WOULD READ DEVELOPERS SHALL IMPROVE STATE BRIDGE ROAD STREET SCAPE TO INCLUDE A MINIMUM FIVE FOOT SIDEWALK AND PEDESTRIAN LIGHTING AS APPROVED BY STAFF STRIKING MINIMUM FOOTBALL, MINIMUM FOUR FOOT PLANTER. AND CHANGING THE EIGHT FOOT SIDEWALK TO A FIVE FOOT SIDEWALK CONDITION, 10 SIDEWALK CONNECTION SHALL BE PROVIDED BETWEEN STATE BRIDGE ROAD AND THE BUILDING AS APPROVED BY STAFF. 11 DEVELOPERS SHALL SUBMIT A SUPPLEMENTAL VEHICLE QUEUING ESTIMATION MEMO AT LAND OF DISTURBANCES PERMIT THAT ANALYZES AND VALIDATES THE PROPOSED DRIVE-THROUGH LANES ARE DESIGNED WITH ENOUGH STORAGE LENGTH TO ACCOMMODATE PEAK HOUR SITE TRAFFIC AS COORDINATED WITH AND APPROVED BY THE CITY TRANSPORTATION ENGINEER. 12 DEVELOPER SHALL PROVIDE, DON'T BLOCK THE BOX PAVEMENT MARKINGS AND SIGNAGE IN THE DRIVEWAY ACROSS FROM THE DRIVE THROUGH EXIT LANE WITH FINAL APPROVAL BY STAFF. THEY WERE WORRIED THAT CARS WOULD TRY TO COME OUT HERE AND WOULD BLOCK ANYONE THAT WAS TRYING TO COME IN, UM, AND GET TO THE GAS STATION OR EVEN GET TO THE SAME PROPERTY HERE. SO WE'RE RECOMMENDING TO ADDRESS THAT. WE WOULD RECOMMEND DON'T BLOCK THE BOX PAVEMENT, MARKINGS AND SIGNAGE IN THIS LOCATION. CONDITION 13 DUMPSTER ENCLOSURE SHALL BE DESIGNED WITH MATERIALS AND COLORS THAT ARE SIMILAR TO THE PRIMARY BUILDING AND DUMPSTER SHALL HAVE AN OPAQUE DECORATED METAL GATE IS APPROVED BY DRB AND 14 OUTDOOR SPEAKERS FOR THE DRIVE THROUGH SHALL NOT BE AUDIBLE FROM OFFSITE PROPERTIES.
